Memorial Fund for 5 Year Old Killed by Car Raises $14,580 in One Day
Jessica Millen and Sara Gordon started a memorial fund for the Highland Park 5-year-old girl who was killed when a car drove onto the sidewalk on Central Avenue on Labor Day. Hours later, the fund had far surpassed its initial goal of $3,000.
Indian Trail School PTO co-presidents Jessica Millen and Sara Gordon set up a memorial fund Tuesday to raise money for the family of Jaclyn Santos-Sacramento, who was killed on Labor Day when a vehicle drove into a sidewalk as she was walking with her mother and two brothers.
In only a few hours, the memorial fund raised $3,550. About 260 people had donated as of midnight on Tuesday, with some donating as much as $500. The total amount raised as of Tuesday night was $14,580.

"I'm not surprised by the Highland Park community in the least," Millen said. "I'm really honored to be a part of a community that really steps up."
Sacramento was with her 25-year-old mother and her 4-year-old and 2-year-old brothers when a car jumped the curb on the north side of the 700 block of Central Avenue and plowed into them, according to a news release issued by the Highland Park Police Department. Sacramento was taken to Evanston Hospital, where she was pronounced dead at 5 p.m. Her mother remains in "fair but stable condition" at Highland Park Hospital. Her brothers are expected to be treated and released, according to The Highland Park News.
Millen and Gordon decided to start the memorial fund after hearing the tragic news on Monday night.
"We decided this would be a great way for our community to support the family during this horrible time," Millen said.
The driver of the vehicle was an 18-year-old Highland Park resident who's name has not yet been released. She was the lone occupant of the vehicle and was transported to Highland Park Hospital, where she was treated and released, according to the Highland Park Police Department. Preliminary investigation indicates that the car, a Lexus coupe, was heading eastbound on Central when it crossed the westbound lanes, left the roadway and struck the four pedestrians as they walked westbound on the sidewalk.
"Investigating officials are continuing to process the vehicle for evidence and determine if impairment of the driver was a factor in the crash," reports the release issued by the police department.
No charges have been filed.

NO CHARGES? How about reckless homicide? How about adding charges when tox reports show she was F-ed up? Would this be handled the same if the driver was Hispanic and the victim was one of HP's princesses? Is justice blind in Highland Park? Or not?

I completely agree with Enrique. Had the driver been Hispanic and the victim white and rich, we would have heard of charges and seen an arrest. It is a sad reminder that our community is not as inclusive and supportive as it claims. It is also sad to read of the members of our community providing the benefit of doubt to the driver. Really, have you read the latest post in Chicago Tribune? Consider the facts. The driver was headed eastbound, crossing three lanes of traffic, jumped a curb on the westbound side of Central, ran over 4 people and then backed over them again. The tragedy is just too much to overlook as an accident. It is clear from these details that the driver was under some influence or otherwise reckless. The HP PD owe our community and the family more transparency. In addition to our financial support and sympathy, we should demand the respect and justice that this family (and all of us) want from our community.

BTW, we heard yesterday that the 18-year-old driver was drunk and the daughter of a prominent HP resident. Hmmm...she is of legal age and should be reported by name in the news like any other *alleged* criminal in the police blotters, right?
While Jaclyn's parents can never replace their daughter, our community's support I hope will be so valuable, not only financially, but in helping the family know that THEY ARE OUR NEIGHBORS and that we stand by them.
Sara and Jessica, you have done something wonderful, something selfless and caring. Thanks for creating a way for us all to help Jaclyn's family.

I have been hearing that none of the people that were an eye witness to this horrible loss of life were not questioned by police for any of their statements, is this true? If so then how can they be investigating! With so many people that had seen this happen is an investigation needed? This person should be in jail. Also I have heard that the reason they had police from some other community there was to protect the driver because of some relation she has, what does that mean? Is her father a police man or a lawyer so she wont be sent to jail at all. And why are they keeping her name a secret? She's an adult at 18 and they print the names of younger people in the police blotter so why not her name? If anybody is going to try to cover this up then they must be monsters, shame on them. What would this be saying about the people in this town if everyone is going to look the other way, what if this were your child? I pray to GOD that this is not what's really going on, and if it is I hope the Sacramento family can find lawyer worthy of their sworn oath to be hired & bring this in front of a jury of people that know the difference between status and justice. Waiting for toxicology reports is prudent in these matters. If charges are filed prematurely that don't reflect criminality, such as improper lane change, defendants can plead guilty to a charge that does not reflect the seriousness of the matter. Once testing is complete, there could be a charge of reckless homicide if alcohol or cocaine were discovered in the blood stream for example. There are numerous causes of crashes that must be looked at: mechanical problems with cars, other cars cutting off drivers, pedestrians running into lanes, texting while driving, DUI, health problems such as black outs, epileptic seizures, and often, diabetic low blood sugar reactions. No matter what the cause, each Highland Park driver could learn from this horrible crash: slow down, search for and identify pedestrians, drive as if your life or other lives depend upon how your operate your vehicle.

Your analogy of procedure is well stated and taken. But this does not negate any reason why this person's identity has not been revealed to the public. If all you have posted is now in progress then there is a "body" that is in question. Why do we not have the right to know whom this "offender" is? The city of HP and the HP Police Department will suffer it's greatest setback ever when the shock and anger have been replaced with the lawful legalities of the public's right to know have been confirmed. With the parking spaces, trees, flower beds, this is just absolutely amazing to learn that the driver crossed a Lane and still ran up on the sidewalk AND backed over. Are you kidding? No witnesses spoke up or were questioned? No holding in jail? No release of ADULT's name?

The fund has nothing to do with the investigation, the fund is put together by caring families who don't know what else to do for this poor family. And everyone should get a pat on the back, $3000 was a goal, nothing more, and now it has reached almost $15,000. This will go to the family to pay the funeral expenses and maybe some daycare for the kids while the mom is recovering and the dad is working.

This to me is another example of HP favoritism / cronyism what have you. It had been mentioned that if the driver were hispanic he/she would be held, and I cannot say that I disagree with same. The community has no problem releasing the vics names but not the perp. Really, not even a ticket has been issued. Although people have been crossing double yellow lines in this town so often that I don't think the police even consider it an offense anymore.

You are spot on. I am so sad to see that something else is at work here. The city and state's attorney do not have a person in custody, charges filed, and it is not even clear that this person is off the roads! It is sad and disgusting. We deserve more answers from our officials and the family deserves more respect and justice. I ask that all concerned about the transparency of our city write the city officials demanding more information. If we don't get it, I welcome a DOJ investigation. There is something fishy about this.

We are in day two and no release of the name of the girl who is responsible for this tragedy.
We now must question and rightly presume the name of this girl is being withheld for a reason.
I believe the HP Police Department have now set themselves up for scrutiny and should be investigated to the full measure of our law for their handling of the public's right to know pertinent (public) information regarding this tragic "accident". This has been negated by someone, a few , or many, whom have withheld information for a reason undisclosed to the public. I am sure they have discussed this with their departments "staffed" lawyers.
I believe they will regret their decision in doing so. This will lead to an investigation into department policy regarding "deemed secretive" information and the release of "sensitive to department personnel" or "association with" certain "parties".
Watch when all is exposed those whom will now chose to "retire" or resign". HP Police Department will suffer a long and lingering "Black Eye".
It is sad how the decision of one or a few can now reflect a negative and suspicious aura over an entire and possibly well intentioned police department.

You are right. The actions or lack of actions by our city officials suggest that their is something secretive at work here. Let us not ignore how it would feel if we were in the position of the impacted family.
There are many questions this raises about our city leadership. As an immediate matter:
I want to know if the driver still driving our roads?
Why is the family of the driver being protected?
We should not only question our city but demand explanations on why it has not taken this secretive course. It is unacceptable!

Very true, just a month ago two boys from DF were arrested for robbery, where nothing was stolen and no one was hurt (yes that is beside the point). Their pictures and names were plastered everywhere on the patch, followed by comments of people saying that they were glad they left deerfield and lived in a place like Highland Park where no one ever gets in trouble. They they bashed the parents as if it was them who broke into the house and not the kids. Where are all of these people now? I would think they would want the name and story of this woman after child has been killed. Is this selective reporting?

HPPD has already been investigated for racial profiling in 2000 not sure the first investigation did anything. I grew up in HP and love the community but not providing information to its residents is unacceptable. I have walked on that sidewalk a hundred times growing up and I still do with my nephews can't imagine walking on that sidewalk without thinking of this horrible accident. I have much regard for the HPK police dept. However, release the girls name. I believe if the tables were turned, we would have read the names,address, and jail cell numbers these people were in. No charges filed yet? C'mon on. What else do you need? She drove into a family and killed an innocent child. And this girl was released from the hospital to go home? This 5 yr little girl went home, to her home in heaven with god. Her family will never watch her grow up, her parents will never send her off to college,let alone walk her down the aisle. Charges need to be filed, and soon. My prayers go out to all involved,escpecially the children.

Yes, please continue to voice your concern on this. Until the HPPD and State's Attorney press charges, release the name of the driver, and provide an explanation of why this delay has occurred, our entire community and its safety is under attack. Could we suffer the same injustice and disrespect?

This is the most moronic move the HP police dept has done to anyone... and it will no doubt soon prove to be their most regrettable non-action ever. For God's sake man, arrest the woman (was she even 18?... maybe she had a fake ID or fake / forged drivers license) ...because if they don't arrest her soon there could be protests, or an uprising / riot in stuck-up land. And that will backfire in the HPPD face. Whomever the family of the driver is it's not worth all this trouble. Circumstantial evidence is sometimes all you need to make the case... like the case with the doofis non-action of HPPD. No tickets? c'mon! crossing the double yellow line, illegal changing of lanes, improper lane change (yeah, Highland park loves to add up the charges, but none here?) negligent driving, failure to reduce speed to avoid an accident, failure to yield to pedestrians, failure to yield to oncoming traffic, and possibly a DUI or texting or talking on the phone violation. Listen everyone, HPPD has basically withheld the truth from us so far, so don't think we will get any truths or whole truths from their reports or information that has yet to come.

The decision to delay charging the driver and releasing the name is made by the Lake County State's Attorney's office. Decisions made about prosecuting criminals in Lake County are strictly the responsibility of the Lake State's Attorney, Michael Waller. Not the City of HP and not the HP Police Department.
They are professional prosecutors. Their job is to prepare criminal cases and prosecute them.
But if you want to ask State's Attorney Michael Waller why the driver hasn't been charged yet - why don't you call them and ask them instead of launching into racist conspiracy theories here on the Patch.

An ah ah ah. This is by no means racist. You don't need to go there. I drive in HPK every single day. I often wish I was an unmarked police car,so that I could give out tickets for people driving while talking with there cell phones to there ear. Isn't HPK supposed to be no cell phone usage. I cant tell you how many times I've almost gotten hit by people on there phones. I could give out so many tickets,it would make your head spin. However,thank you for the tip on calling Michael Waller, I will do that today,as well as email Govenor Quinn, and other state and local officials.i have already emailed the Mayor of HPK and councilman.

haha, you don't get it do you. We all know the driver hasn't been charged, and we don't really care so much as much as she is not in custody!!! She should be held without bond until charges are brought or they release her on whatever! The fact that she was just let go... that's what is pi$$in everyone off. If she gets behind the wheel and does this again tomorrow... THEN WHAT??? Where 's the justice in that??? Tell me then that Mr States's Atty and the HPPD did their jobs? HP can arrest you and take you into custody. Yep, they can, and in this case they darn well should have... even if to just wait for any results of drug testing, or findings of this or that, witness accounts and so on. The cops can hold you for at least 48 hours, I'm sure. So don't listen to "the real (fake) anonymous" cuz he's blowing smoke out his you know what... just like the HPPD. And remember... a conspiracy is not that uncommon, it happens all the time. All you need for a conspiracy is 2 people with a secret plan or agreement to carry out an illegal or harmful act, especially with political motivation. It sure points to that there. Witnesses were questioned and videotaped. The name cannot be released until charges are filed. Charges cannot be filed until all evidence, bloodwork etc comes back and is analyzed. The child's name was released by the family, not the police. If law enforcement doesn't complete the investigation properly, the driver can get off on a technicality. Everyone needs to focus on the family and what they need to begin to heal. The truth will come out in time, and justice will be served.

I just saw a whole list of people who had been in accidents throughout the northern and western suburbs that involved a death, and NOT ONE OF THE DRIVERS WAS ALLOWED TO GO HOME. And some of the drivers were not drunk. So what's up with that? Can't you see the difference? Death + car + driver = responsibility until proven otherwise. Not the other way around like : uhhh, lets let the driver go home, and we'll give you a call when we figure out if you had anything to do with it and should be held responsible. WHAT SENSE DOES THAT MAKE?? If that happens, then they are affordung the driver tons of advantages like talking to an attorney before they are even "revisited" or "looked for" afterward, and also, what about fleeing the country? c'mon man! Also, it makes sense to detain the driver for more reasons than responsibility. How about protecting the drivers own family from vigilantism, retaliation, etc. Man, HPPD, maybe they should go back to school.

Just because one carries a badge and gun does not qualify them to secure a crime scene, evidence gather, and figure out what crimes were committed and move forward. No life lost should be used as a marketing tool to "reinforce" a community's image and the ego's therein. I personally feel this family should be allowed to mourn the just happened loss of their baby girl with dignity and privacy. I think it's great to help them, but some should have waited a week or two b/f unleasing the "feel good"/ "character counts in HP" media marketing parade on them. What they need more than anything right now is prayers, privacy, family and friends who know and truly care about them.

Emergency equipment was brought in from neighboring communities. Five people were transported by ambulance. There were different levels/departments of law enforcement brought in do to the severity of the accident. The accident was caught on video camera. There is plenty of evidence people.... let the police and State's Attorneys office do their jobs!

It's great that a memorial fund has been established. However, it is also unfortunate that the focus is now on that, rather than the life of Jaclyn-lost forever. I see her face in the photos..the contours of a sweet baby face, the happy expression of a curious little one w/ pig tales, all the promise and excitement for the future. I see my own child when I look at Jaclyn.I challenge the Patch to put forth a detailed article about the life of this little girl. Tell us who she was! Tell us what she liked! What was her favorite color and food! I want to know all about what was the promise of a wonderful life, stolen from her by the driver's trivial/ momentary pursuits. We need to be reminded of the humanity of one another. We do not see each another anymore. We are self absorbed, fixated on our gadgets, mindlessly staring down at devices, singularly interested in the next high for self gratification. We have to start caring more about each other in honor of Jaclyn. We have to return to a respect for life.

For those of you who think the rest of us are not considering the loss of Jaclyn and letting the family mourn, you couldn't be more wrong. Myself and every person that I have spoke to about this is feeling the pain & loss this family is going through. Our anger is being feed by the fact that police did not ask for names of people to witness this crime or take statements. What is that telling you? It tells us there is no intention to do anything about this! The first thing to do is to ask every witness what happened while it's still fresh in them memory, not that anyone that saw this will ever forget it. All of us that are angry about this is letting the family know we care, and that we won't let this go & we are there to back them up. For those of you that have high regards & respect for the HP police I hope you are right, and they will PROVE to us all that they will do the right thing. The police and detectives did take statements from several witnesses. Jim statement about the arrest seems accurate. There should have been an arrest while the facts came in prior to the charges. Why is the driver not in custody? Is she driving around town now? Did she leave for vacation this week? Is she the police chiefs daughter? The mayor's daughter? This is a public safety issue and the police department hasn't let us know that the community is no longer in any danger. How can the family of the victim sleep at night?

I was there on Monday and saw MANY police officers taking statements and talking to witnesses. I don't know where you all get your expert information, but I think both Lake County and Highland Park have procedures that they follow in situations such as this. To point fingers is ridiculous. To act as though you understand the law and criminal procedures, unless you are a lawyer or in law enforcement, is wrong and hurtful. We as citizens of HP do not have special rights to information on the case simply because we live in the community. Focus on how you can help the family and the victims instead.

Myself along with many others in this thread have donated to the fund set up for the family. Why shouldn't the community have this information. I see stories on the news all of the time where an elderly individual drives their car through a storefront window, by accident, and in the news report it list the name and picture of the victims and the perpetrator. These reports, like the blotter, do not mean the person was convicted but it serves as information to concerned and caring citizens. What will we do with the information once we have it? Nothing other than the piece of mind knowing that the driver is not currently on the road and that no one got away with anything due to "knowing" somebody. For decades, I have known people that were ticketed and arrested (NOT convicted), their names placed in the blotter and when they call and ask that their name not be printed for work/family/personal reasons, they are told, sorry, we are gonna print in anyway. Why then was this name not printed, I think the community does have a right to an explanation of how these situations are handled in town.

What good does it do to point fingers at the police or make comments about racial profiling? The focus should be on the lost life, hopes and dreams of a beautiful innocent child whose family shall forever be sad. We have joined together as a community to offer this fund because we feel helpless in how to support them. I think it says alot about our community that people are able to reach out and join together to make someone else's life somewhat bearable during crisis and tragedy. Wonderful idea Jessica and Sara for establishing this fund.

Annonymous, the night after the accident there were many people at the memorial spot where quite a few people that saw the accident happen and they said that the police did not question them. I'm very happy to hear that at least some of them made statements, but this is the first I time I heard someone like yourself say they saw them asking people. But why not all of them? I don't see anyone making comments claiming to be an expert about the law, but you don't need to be a police officer or a lawyer to know basic laws, it's just common sense. You shouldn't take this so personally & hurtful as you claim it is, I get the feeling you might be in law yourself somehow. And if you are this is not ment to attack anyone it is just FACT what was said by these people about NOT being questioned. Everyone has the right to speak how they feel about this sad story, I'm happy to say I did not get to witness this when it happened but did see all the police and people standing around when I drove by not knowing what happened until I got home that day. Like everyone else we want to know why this woman was not charged at the accident and arrested. I have found out information about the driver that I know legally I can't talk about because it has not been proven yet but it did come from people that personally know her I was told. We all just want to make sure that what happened to Jaclyn wont be swept under a rug in our legal system that many of us know does happen in this cruel world.

I have heard through the great grapevine of HP of who the 18 year girl was and yes she has a family in HP that will try to keep this very hush hush. She is a very troubled girl (not an excuse made for her) who has a history that her family has covered up in the past but now that she is 18, it is very unlikely that they will continue to be able to. Her family is well known in HP so I am very sure that is why her name or photo has been released.
I completely agree that she should have been released from the hospital and then sent to the police department because everyone knows that if the driver was any other race, sex or of different class, he/she would have spent the night in jail and charges would have been filed! They had sent this girl away before because of her past and I can see them doing it again.Such a tradgity that kids/young adults in HP don't see that their actions do come with consequences. I know this simply because I grew up and live there and have dealt with many teens in the community who do anything just because they know they will and can get away with it because of their last name or because their parents will bail them out.
There is a walk for the little girl tomorrow night starting at 6pm from the metra station in Highwood to where the incident took place. Please join this peaceful walk in memory of the little girl. Thanks.

I witnessed the tragic accident. I immediately called 911 and pulled over to help. I gave a written statement and verbal statement at the scene and was asked to remain there for several hours which I did. I chose not to be there Monday evening when all the news crews showed up. I was contacted by a Lake County homicide detective first thing monday morning and asked to come in to the station to videotape my account of the accident, which I (and several others) did. This isn't about race or money, it is about procedure and making sure that the case and charges filed are rock solid. This case is way bigger than the HPPD. More then we could possibly know is being done by law enforcement. Donating to the fund is a way for those of us who feel completely helpless, do something to ease this family's burden. Nothing can ease their pain or bring beautiful Jaclyn back.

The Roussos do not "have various financial dealings with the city" and the father is NOT any sort of political player. The mother and father both have donated a lot of their time to save the art center from serious financial problems.
I would also be extremely surprised to learn that the car was "a birthday present to the daughter/driver" as another anonymous Patch commenter has written. The father has had that car for many years and I don't know him to have a new one. This rumor in particular sounds like it was born of ugly stereotypes.

Jacob there's no reason to try and cover up for a stupid girl who killed a child. This girl is plain trouble and it's obvious the city and police dept is covering up and protecting her by not releasing her name so it helps that she comes from money and a family that has ties to the city (despite the fact that it is our right as the public to know her name--the patch has NEVER hesitated to print the names of people who are ticketed and not necessarily guilty but this girl is guilty as sin and you're PROTECTING her too? it's just appalling)

Carly A. Rousso of Highland Park is expected to appear in court Sept. 21 at the Lake County Courthouse, the city said in a news release issued Wednesday. Rousso allegedly was operating a Lexus that struck Jaclyn Santos-Sacramento at 2:30 p.m. Monday as the girl was walking with her mother and two younger brothers on Central Avenue near Green Bay Road.

Wow. ..... HP Police Department will have much to explain of their "handling" of this horrific "accident." I truly hope if legalities were bypassed as a result of patronizes being exploited, those responsible will be harshly delt with. And by that I would believe it be appropriate they are publically denounced and forfeit their position and any monies from a pension be negated.
The blood and urine samples that were obtained from Miss Rousso, at the hospital, could have been released within the hour as to the results being positive or negative. Tests are taken, results given, and appropiate actions are taken by the investigating officers on the spot in hundreds of similar cases. Why were things handled differently here? What happened here that she was released without any liability or responsibility for her actions?

If there is any truth to this then there has to be a question of any improprieties that may have taken place in Miss Rousso not being charged at the hospital, her not having to post a bond, or her name being "withheld" from the public eye.
I now believe the city of HP and it's "police department" will be on public diplay from here on in. The will be continually scrutinized from here on in, and rightly so.
The mayor has already chosen sides when she was quoted as saying, "“The decision to file charges is made by the Lake County State’s Attorney,” Rotering wrote. “Releasing the driver with no restrictions was a decision of the State’s Attorney. This was a mistake and we are demanding an explanation.”
The public outcry will change the charges brought against Miss Rousso.
Further "donations", by her parents, to the art center will be of no consequence.

She should be in custody or at least made to post bond. I hope that more charges are brought, but it seems that vehicular homicide is in order. Vehicular homicide is a felony.
Here are the penalties for vehicular homicide in Illinois:
1 to 28 years
Aggravated DUI resulting in death: Class 2 felony, Not less than 3 years or more than 14 years (for death of 1 person) or not less than 6 years or more than 28 years (for death of 2 or more persons) and not more than $25,000. The offender is required to serve 85% of any term of imprisonment. The court may not sentence the offender to probation unless the court finds that “extraordinary circumstances” exist requiring probation.

No one in Highland Park walks unscathed from this tragedy.Jaclyn, her mother and family are sadly, victims. Carly's family and Carly are grieving.Does each writer to the Patch believe they could not cause this tragedy, do they avoid texting 100%, do they always obey the speed limit? I doubt it!.But, any of us could suddenly be in handcuffs because drivers in Highland Park are often careless, texting, talking on cell phones, speedy and oblivious to others. Yes, the cops took their time. But this is not television, accident scenes require close analysis. Identifying a driver can be difficult especially when a driver is found outside a damaged vehicle. Could there have been another driver who walked away? Was there another vehicle involved who cut off the driver? Did the driver consume substances after the crash? It happens. Each step in an investigation must be taken carefully, it's like surgery. Imagine if the police made serious errors in this investigation, the community would be even more angry. Our attention should be on the victims and the future, so that this does not happen again, but, google 'crash' 'dui' 'teen', it happens way too often.

Besides the loss of a beautiful innocent child and the stark reminder of how alleged substance abuse can fatally pounce on and tear us apart in a moment's notice, I am now aware of the bountiful 'hate' some in our community possess. Maybe it should be expected, millionaires sharing the same schools and roads with newly arrived citizens and workers from a less fortunate country. It should behoove all of us to recognize this animosity, define it and work to eradicate it. From personal experience, I have found Latinos some of the most polite, trustworthy and diligent individuals. Perhaps some in the community don't share my thoughts, maybe they could consider some changes. I know that our school system bends over backwards to accommodate and educate those whose needs require extra help, I've seen it. From a future looking and optimistic perspective, it would be a "gift" if those writing to this blog provide the community with specific recommendations that could benefit those in need. Alleging discrimination, writing hateful racist and messages may serve to ventilate past grievances but will do little to promote change. Each person's family at one time was a victim of hate, racism or injustice.No family is scar free.But, which works better for human beings, screaming vengeance, writing hate or a workable plan for fairness?Many HP people work to end poverty and reduce discrimination, we feel the murderous regimes in our past, we're not all evil.

I've read just about every comment on the four or more Patch articles regarding this horrendous tragedy and I'm pretty sure not one of them has been negative towards Latinos. Frankly, it seems most of the "anti" comments have been anti-white and disparaging towards those with certain degrees of wealth. Not sure which comments you've been reading, but if I'm wrong please let me know. Until then, I'll just sit here completely offended by your remarks.
