At least at the intersection of Central Avenue and Second Street they don't. Patch recorded 7 cars that failed to stop in 1 minute.

Seven drivers entered a downtown Highland Park crosswalk containing pedestrians in a one-minute span today.

The pedestrians, including mothers with children, were attempting to safely negotiate the intersection of Central Avenue and Second Street.

Illinois law requires motorists to stop when a person enters a crosswalk and remain motionless until the pedestrian crosses the street.
