Mayor Announces New City Manager

David Knapp will be appointed at the March 12 City Council meeting.

The City Council and I are pleased to announce plans to appoint David Knapp as Highland Park's .

David is currently the City Manager for Cupertino, Calif., a position he has held since 2000. He has previously served as the City Manager for Los Gatos, California and Boulder, Colorado. David holds a Masters Degree in Systems Management and a second Masters Degree in Education, both from the University of Southern California.

We were impressed with David's credentials and experience in cutting-edge city management, community building and intergovernmental partnerships. He shares the top priorities we all have: providing high quality service, keeping costs low and fostering constructive two-way communications. His incredible wealth of knowledge and broad experience will serve Highland Park well. We are very excited to introduce him to our community and to our City team.

Cupertino is a city of 55,000 residents with a budget of $67 million. It is the world headquarters for major technology corporations, including Apple Computer, Inc.  

David's experience in community building in Cupertino earned him the League of California Cities Award for the Advancement of Diverse Communities. In addition, David has led efforts to improve service and lower costs by having interactive on-line services, webcasting of council and commission meetings and a questions/issues/concerns tracking system.

During his tenure in Cupertino, the city received yearly budget and financial reporting awards, the annual Kosmont Cost of Doing Business "Very Low-Cost City" rating and an International Personnel Management Association Outstanding Small Agency Organization of the Year award.

We received 113 applications for the City Manager position and interviewed candidates in February. David's appointment is scheduled for approval by the City Council at our March 12, 2012 meeting.  

He will begin work as Highland Park's City Manager on May 14, 2012.
