IHSA Sets New Rules for Youth Football Practice

"These guidelines are based on the most recent scientific evidence, as well as the expertise of the coaches who will help implement them," said Dr. Preston M. Wolin, a member of the Sports Medicine Advisory Committee.

The Illinois High School Association approved new safety rules Wednesday to limit tackling in youth football practice in an effort to reduce head injuries, reported the Daily Herald. In March, a controversial bill sponsored by State Rep. Carol Sente (D-Vernon Hills) proposing to limit the number of days players could have full contact hitting practice (twice a week) failed in the House committee. The new IHSA policy calls for coaches to gradually increase the time players can participate in preseason practice, along with the number of protective pads they can wear. On the seventh day of practice, players can participate in five hours of full contact drills wearing full pads, according to the IHSA. However, no single practice can exceed …

Should 17-Year-Olds be Allowed to Vote?

The House just voted in favor of a bill presented by Rep. Carol Sente of Vernon Hills to allow 17-year-olds the right to vote in primary elections. The Senate had its first reading of the bill Thursday.

A bill proposed by State Rep. Carol Sente (D-Vernon Hills) to allow 17-year-olds the right to vote in primary elections if they will be 18 by the next general election cleared the House Wednesday, reported the Daily Herald. The House voted 95-22 in favor of House Bill 226. The Senate had its first reading Thursday. On her website, Sente states that a group of students from a political science program at Stevenson High School has advocated for this initiative for several years, beginning with her predecessor Kathy Ryg. "Over the next few weeks, myself and Rep. Ed Sullivan (R-Mundelein) are planning to speak to students to get them involved in all aspects of passing this bill," stated Sente. Football Tackling Bill Can't Pass House

A bill proposed to limit the number of days youth football players could tackle during season practice died in committee Thursday.

A controversial bill (House Bill 1205) sponsored by State Rep. Carol Sente (D-Vernon Hills) to limit tackling in youth football practice failed in committee Thursday, according to the Illinois General Assembly website. The bill was tabled, though Sente told the Chicago Tribune she intends to forge ahead and speak to the Illinois High School Association and report back to the House committee before the legislative session end in May. Sente hosted a community forum at Vernon Hills High School in February on the dangers of concussions and head injuries related to hitting in football. Brian, I couldn't agree with you more. You're exactly right about how restricting tackling in practice would increase the chances of injury rather than decreasing them. I think it's just such a "hot button topic" that some elected officials have decided they need to make it look like they care about kids safety when they don't really look into it thoroughly...   more ›

Candidates for General Assembly, Lake County State’s Attorney and other offices will battle for party nominations.

At least seven primary races are taking shape as candidates began filing petitions Monday for the March 20 Illinois primary election to earn spots on the ballot to qualify for the Nov. 6 general election. Schakowsky Raises More Than $200K for 9th District Reelection Bid

Dold, Schneider, Sheyman all report fundraising efforts in 10th District.

Rep. Jan Schakowsky (D-Evanston) raised $202,416 for her 2012 reelection effort for the quarter ending July 30, according to a report filed Thursday with the Federal Election Commission (FEC).  As a result of the new Congressional district boundaries signed into law last month by Gov. Patrick Quinn, Schakowsky’s 9th Congressional District will now include all of Winnetka and Kenilworth as well as large parts of Glenview, Wilmette and Northbrook.  In the neighboring 10th Congressional District, which lies to the north of the 9th, Rep. Schneider Raises Over $320K in Congressional Race

Democratic Congressional candidate Brad Schneider of Deerfield raised $321,085 for the quarter ended June 30 for his campaign to unseat Rep. Robert Dold (R-Kenilworth) in the newly redrawn 10th Congressional District in the 2012 general election.  Schneider will file this information in his report to the Federal Election Commission (FEC) later this week. The report is due Friday.  “I feel like I have to do it all over again 10 more times,” Schneider said. “We have a long way to go.”  Schneider said he raised the money from between 300 and 400 different people. “This (effort) was all mine. Some Communities to Get New Representatives

Illinois General Assembly releases proposed redistricting maps for public airing.

Voters got their first glimpse at whether or not they might have a new representative in Washington, Springfield or both when the Illinois General Assembly released maps of its new legislative districts last week.  After months of public hearings throughout the state and internal negotiating, the state Senate released its proposed map for its 59 constituencies. The next day, the state House released its plans for redrawing two districts, which must be contained within each Senate district, according to the Illinois Constitution.  The General Assembly is working to approve the maps by May 31, when the legislative session is scheduled to end. Redistricting Process Comes to Northern Suburbs

The House Redistricting Committee of the Illinois General Assembly brought a piece of Springfield to the northern suburbs Tuesday with a hearing at Waukegan City Hall. Every 10 years, the state legislature redraws the boundaries of the state’s Congressional, state legislative and state senate districts to comport with population changes reported in the census. Five representatives met Tuesday to discuss what those new boundaries might look like.
