  Hey Dan,
  I see what you mean. The U.S. Department of Housing and Urban Development defines "affordability" as a household that pays 30 percent or less of its annual income on housing.
  So affordable housing within a community would annually cost about 30 percent of the community's average annual income. In other words, there's no set value for a property to count as "affordable," it depends on a town-by-town basis.

  I have to echo queenmaeve on this one. Unless you know the family, I don't think it's fair to speculate on their wealth. Also, kids make mistakes and sometimes the right consequences can produce a positive, lasting impact.
